What are Flood Zones?

Flood Zones are usually the first thing people look at when a site is being considered for development. They are the Environment Agency‘s strategic maps showing the probability of flooding from rivers and the sea, and they are now displayed on the updated Flood Map for Planning service alongside surface water risk and climate change extents.
They are a useful planning tool. But they remain a starting point, not a site-specific answer.
Flood Zones do not capture every watercourse. They tell you nothing about whether the local drainage system is fit for purpose, how water moves across the site itself, or what happens when intense rainfall hits an impermeable catchment. They are a national mapping product, not a hydraulic model of your site. That is why we regularly investigate flooding on land that sits in Flood Zone 1.
The Flood Map for Planning has changed.
Before getting into the individual zones, it is important to recognise that the Flood Map for Planning has undergone significant change. In March 2025, the Environment Agency updated the service to incorporate data from the new National Flood Risk Assessment (NaFRA2), increasing the underlying grid resolution from 50 metres to 2 metres and integrating hundreds of detailed local flood models. A further update in August 2025 introduced a single Flood Zones plus Climate Change layer, simplifying how future flood extents are presented.
The Flood Map for Planning now displays:
- Present-day Flood Zones 2 and 3 from rivers and the sea
- Flood Zones plus climate change, showing how Zones 2 and 3 may extend over the next century
- Risk of flooding from surface water, including future climate scenarios
The headline effect of NaFRA2 has been that around 48% fewer properties now sit in the medium-risk band, with many redistributed into the high-risk band as a result of better modelling. Some sites have moved between Flood Zones since the previous mapping. If a site was last reviewed before March 2025, the Flood Zone designation should be checked again. The Flood Map for Planning is an undefended representation of land, which means it shows risk as if no flood defences were in place.
Flood Zone 1.
Flood Zone 1 is land assessed as having less than a 0.1 percent annual probability of fluvial or tidal flooding. From a planning perspective it is the lowest fluvial and tidal risk category, but that is not the same as no flood risk. A Flood Risk Assessment is still required for sites of one hectare or more, for sites identified as having critical drainage problems, for land identified in a Strategic Flood Risk Assessment as being at increased risk in the future, and for sites where flooding from sources other than rivers and the sea may pose a risk, particularly where a more vulnerable use is proposed.
In our experience, the issues we encounter on Flood Zone 1 sites are typically surface water, exceedance flow routing, sub-surface drainage capacity, or ground levels that do not work with neighbouring land. None of these issues show on the headline Flood Zone map, but they can be planning showstoppers if they are not picked up early.
Flood Zone 2.
Flood Zone 2 is the medium probability zone, between 0.1 percent and 1 percent annual chance of flooding from rivers or the sea. A site-specific Flood Risk Assessment is required to support a planning application.
At this point, the question is no longer “is the site in Flood Zone 2”. The relevant questions become:
- What is the actual mechanism of flooding
- What are the modelled depths and velocities
- How does water move across the site
- Where is safe access and egress, including during a 1% AEP plus climate change event
- What finished floor levels are needed
- How will the proposal affect floodplain storage and conveyance
- What does the surface water and drainage picture look like alongside fluvial risk
That is the difference between a planning document that demonstrates the map has been read, and one that shapes the design.
Flood Zone 3.
Flood Zone 3 is land with a 1 percent or greater annual probability of fluvial flooding, or a 0.5 percent or greater annual probability of tidal flooding. For planning purposes it is divided into two parts, with the distinction made by the Local Planning Authority informed by the Strategic Flood Risk Assessment.
Flood Zone 3a.
This is high probability floodplain where development may still be permitted, subject to the Sequential Test, and the Exception Test where required, supported by a robust Flood Risk Assessment that demonstrates the development will be safe for its lifetime without increasing flood risk elsewhere.
Flood Zone 3b, the functional floodplain.
This is land which floods regularly and provides essential storage and conveyance during flood events. Its function is to protect land elsewhere in the catchment. Development in Zone 3b is heavily restricted, with only water-compatible uses generally permitted and essential infrastructure subject to the Exception Test.
The Flood Map for Planning does not distinguish between 3a and 3b. That distinction is made through the Strategic Flood Risk Assessment and detailed site-specific evidence.
Surface water on the Flood Map for Planning.
One of the more significant changes since 2024 is that surface water risk is now visible on the Flood Map for Planning. Previously, surface water mapping sat on a separate “long-term flood risk” service and was less integrated into planning workflows.
This is a meaningful step forward, but the surface water layer still has limitations. The Environment Agency itself acknowledges that surface water mapping should be used as a broad indicator rather than a substitute for site-specific assessment. The mapping cannot capture the influence of local drainage assets, the precise topography of a development site post-construction, or the way exceedance flows will route through a proposed layout. For sites where surface water is identified as a constraint, hydraulic modelling and detailed drainage strategy work remain essential. With NaFRA2 showing that around three times as many properties are at high risk of flooding from surface water than from rivers and the sea, this is an area where careful site-specific work matters more than ever.
Standing advice.
For some development types, the Environment Agency provides standing advice rather than reviewing the Flood Risk Assessment directly. When standing advice applies, the requirements are clear from the outset, which can streamline the planning process.
Standing advice typically applies to:
- Minor extensions in Flood Zone 2 or 3
- Some changes of use into more vulnerable or water-compatible categories
- Certain less vulnerable development in Flood Zone 2
Even where standing advice applies, the site still needs to be properly understood. A checklist tells you what evidence is required, not how water actually behaves on the ground.
Why this matters.
Flood Zones describe probability. Planning decisions are about consequence. If a scheme removes flood storage, raises levels in the wrong place, or pushes water towards neighbouring land, the issue is no longer just a planning policy point. It creates real flood risk to third parties and real liability for the developer and design team.
A good Flood Risk Assessment is not written to confirm what the map already says. It is used to shape the layout, levels and drainage strategy so that the development works in practice, performs safely under climate change, and can defend its position through the Sequential and Exception Tests where those apply.
How we use Flood Zones in our work.
We treat the Flood Zone as the start of a wider piece of engineering, not the end of one.
We bring together the underlying NaFRA2 data, detailed modelling outputs where they exist, site topography, existing drainage information, exceedance flow routes and the proposed layout, so that finished floor levels, access and egress, floodplain compensation and the Surface Water Drainage Strategy are coordinated from the outset. That approach produces planning submissions that are technically robust, and schemes that can actually be delivered on site without nasty surprises later.
